Identified! Thanks to Derek Swezey's keen eye, we have identified this as Rosa Swezey, daughter of Oliver and Maria (Sabin) Swezey.
I enlarged both photos side-by-side, looking closely at the facial features, and I think you're absolutely right! This photo looks very much like Rosa Swezey. They have the same shape of the face, same light eyes, same mouth. I'd bed money this is her. Now that I look at the two together I'm a little surprised I didn't see it before!
